H1B Renewal, Tijuana, Mexico, July 2015
Just sharing my experience if it helps.

Situation: Expired H1B visa with valid I-94 and I-797A. Expired H1B was with previous employer and i had changed jobs twice. Had uses five and a half years in H1, my employer had filed for green card. Perm was filed and approved. I-140 was pending. Haven't travelled overseas.

  Tried to schedule Canada but the available dates for TCN ( 3rd country national) was in the next year. Jamaica didn't have any appointment dates. Mexico was the other best option. I didn't want to travel all the way back to India just for visa stamping. Tijuana had an earlier appointment date for TCN. Do not blindly go by the dates given by http://travel.state.gov. Those dates are meant for the respective nation's citizens and not TCN.

 To get the exact dates, fill DS-160 and do not submit. Use this DS-160 number in https://ais.usvisa-info.com and select the desired location etc. Proceed to next step to check available dates. This is shown before the payment page. If the dates are fine, go ahead and confirm the appointment with a payment. Complete DS-160 and specify the same location as the desired US consulate.

  Stayed in Hyatt, Tijuana. Staff were helpful and could speak English. This is really close to the application service center. Its a 5 min walk from the hotel and is way better than staying in Marriott. There is no need to go an hour advance. Just be there 15-30 minutes before the appointment and they just take the picture and fingerprints. Just be aware, no hats etc.

   The US consulate is 10 - 15 min from Hyatt via taxi. Taxi shouldn't take more than 150 pesp (10 USD). Consulate have folks to walk through the process. Just be aware, they would speak in spanish when addressing the public. Just be polite and ask them for instructions in English.

  Technically, the passport should be ready by the next day but could be delayed. So be prepared. I had a valid mexican visa to stay around and explore the place, restaurants etc. Also for some reason, the passport was being delayed for few people. They were being asked to come back and check on the next day. Not sure if this is a delay from US Consulate or the logistics side in Mexico. However, i noticed a pattern where people being rude, skipping line, not following instructions etc being asked to come back. The same people were in their best behavior before the visa interview. I guess, they just got carried away. As a thumb rule, be polite to the locals over there. No body likes foreigner's rude behavior in their own country. Period.

   In case of a urgent situation, stay clam and explain your situation. Again, do not book for return trip in advance.
