I have recently been to Tijuana for my H1 visa revalidation. It was good. Process is very simple. At Tijuana consulate H1B visas are processed quickly compared to other visas per my experience. Hardly questions were asked, good place and people in Tijuana. I suggest H1 visa people with in CA (since its very close) to go for Visa in Tijuana. Just have all the documents to attend interview thats it. For more information go thru this forum. Good luck
