H1B, H4 Visa

as per the 221g issued to me i hav sent all the documents on march 18th through vfs drop box.
and today i got a courier.

in that its mentioned as below:

based on the docs u hav submited to us,and the information elicite in ur interview with consular office,we are not able to issue you an h1b temporary work visa, because:

yor petitioner does not appear to be either able or willing to provide qualifying employement in the united states in accordance with appropriate laws and regulations.
in accordance with united states law and department of state guidelines , action on ur case has been suspended ,and the i-129 petition for non immi worker filed on ur behalf wiil be returned to united states citizensgip and immigservises(uscis) with a memorandum explaining facts of ur case as presented to us at the time of interview.the us consulate chennai is no longer handling ur case ,and will be unable to giv u any info on status of ur petition.
for ur information ur visa was refused today under setion 221(g) of immigration nd national act(ina).essentially this section states that a visa canot be issued to anyone whos application does not appear to the consular officer to meet the requirements of ina or of the regulations under.

please people over here help me .what happens in this case .and is it completly rejected or any chances.
how are the chances and how many months it takes .

by when i can know.how many months i hav to wait.
