I believe the reason why your mail was returned is that your name was not on your mail box. If you rent ask for permission to put your name on the inside of the box. Tell them it is important. If your name and your spouse name is not in the box, the cleark is advised not to leave it. This is what my very helpful lawyer told me. I have not had a problem with any of my mail. As a matter of fact my permit came in 4 months of filing.
