        Trimig,

        It's really pretty logical:

        1. The petitioner, who is submitting your I-130, is the primary sponsor, whether she has any income or not, and must sign page 8, line 1.a of the I-864.
        2. If you are the petitioner and your wife is applying for a Green Card, you submit the I-864 and sign page 8. line 1.a.
        3. If the petitioner's income is not sufficient to meet the sponsorship requirements, a co-sponsor must put an I-864 package together as a joint sponsor.

The I-864A is to join income of a household member (at same address), such as spouse, children, etc., to primary or joint sponsor, if that person's income is insufficient to meet the sponsorship requirements.

Why are you particularly concerned with relinquishing citizenship from one or more countries? When acquiring citizenship with some countries, you are presumed to have automatically relinquished citizenship in another country (but not always).

Your wife has to complete an I-864, as primary sponsor, whether she is working or not.

Your co-sponsor, brother, has to provide a separate I-864 with supporting documents.
