Green Card Vs Citizen

Does it make any difference if my spouse is a US citizen vs a green card holder to be able to petition for me?

Yes, citizens do not have yearly limits for number visas issued. But the Green card holder need to wait until the visas are available.
ie, once I 130 got approved, NVC starts processing the application immediately for citizens, but green card holders need to wait couple of months untiltheir filling date in the priority list and then only the NVC process it.
