Does processing time differ by country?

Do I-140 and I-485 processing time differ by country of citizenship or is nationality not a factor in processing time?

Processing

INS hasn't ever mentioned anything to do with nationality when processing an application.

As long as the priority dates are current (for 485) for that country, and the GC quota is avaialble, they process it by the Reciept or Notice date (there is no clear answer to RD or ND, but they are just a month apart).

For 140, it is employer based, nothing to do with the nationality of the aplicant at this stage.
