travel while waiting for permanent residency after K1

hello all!
my husband successfully came over on a K-1 fiance visa, we got married, and now he is waiting for his work authorization to come through.

i am a US citizen and will be going to the US Virgin Islands for work. i understand that he is not allowed to leave the United States until AFTER he receives his temporary permanent resident (which will be several months from now), but will he be allowed to come to the USVI then enter back into the US mainland because the USVI are US territories?

Let him not leave the country without the GC or any kind of notice allowing him to leave the country as it could result to him being denied permanent residence. If its necesary for him to travel with you then you need to fill out form 1-131.
