There is no movement on April 09 visa bulletin for EB2 category. Is this an effect of "stimulus bill" of Obama?

It has got nothing to do with PDs. Not everything to anything in the world can be linked to the stimulus bill. The quarterly overflow of numbers from ROW did not seem to have happened yet.
