    Here is my case:
I got a text message on 11/15/19 and then the online status changed to "Case is Ready to Be Scheduled for An Interview" from "Fingerprint Fee Was Received". I have never got the status of my fingerprint although it was finished in August. Then on 11/18/19 I got the courtesy letter in mail for I-693 dated on 11/12/19.
7/16/19: Concurrent filing at USCIS Lockbox Facility in Chicago, IL
    7/19/19: Package delivered.
7/28/19: Received 4 Texts Messages at 11:30 pm, with 4 numbers
8/9/19: Got Biometrics appointment mail Notification & Biometrics done (walk-in)
11/15/19: Case is Ready to Be Scheduled for An Interview
11/18/19: Got the courtesy letter in mail for I-693 dated on 11/12/19.
    12/3/19: Interview Was Scheduled

This is the first time I read something about this. Usually, if they send an RFE the status change. They can send RFE for I-693 if they want, but that clearly say that the process stopped and you need to send the sealed envelope to a USCIS address.
Nov 2018 - Package sent - EB - Texas Service Center
Day 1 - Package received at the lockbox
Day 12/34 - Case and Fingerprint Fee Received / Biometrics appointment
      Day 112 - EAD delivered
      Day 195 - Letter for missing I-693
      Day 3xx - no news
