My marriage date was Aug 4h 2019. Priority date is Dec 20 2019. If i get my conditional green card two months before my second anniversary when can i able to remove the conditions on my green card? What will be the expiration date on conditional green card? I read is a USCIS website the expiration date of conditional green card is the second anniversary date. Is that true?

So, the removal of conditions is specific to the duration that you have been a conditional green card holder, emphasis on 'holder'. The expected timeline before eligibility to apply for removal of conditions is 2 years or exactly within 90 days of the 2 year deadline of having the conditional green card. So the date of expiration, that is placed on the conditional green card will determine when you file for removal of condition (that is usually a 2year term). Yes, I said the same thing several times, just for emphasis (lol).
For example, if your conditional green card will expire (like mine on July 31, 2020) you should submit your documents to remove the conditions on day 90 or on either day 89, 88, 87 etc or even day 1 prior to the expiration of the 2yr conditional green card. In that case the date of submission of ROC would be on or after May 4, 2020, but before July 31, 2020. We mailed our ROC packet approximately 89 days prior to the expiration of the conditional green card on May 4, 2020. If we sent it in even 2 days sooner on day 91 or so, it would have been returned because the application would have been outside of the 90 days allowance to apply. Needless to say, it would serve no benefit to apply after the conditional card expires as it would cause the applicant to be placed in the next phase which is removal proceedings or deportation.
So, technically, wait until you get through the process of biometrics, a successful interview, and received your actual conditional green card, look at the expiration date, then apply ON or WITHIN the 90th day prior to the expiration date, not sooner, not later, to remove the conditions on residence. The 2 years will disappear before you know it; within those 2-yrs keep collecting substantial evidence that supports your union; you will need a whole bunch for the ROC.

NOTE: If you waited and applied for the initial green card after being married for over 2 years and have submitted substantial evidence of your bonafide marriage then it would be quite likely that you would receive a 10-yr green card that would not require removal of conditions.
