I would caution from taking this article literally. It looks like an "opinion" piece to me.
You can still see people on here posting that they received their 797's, EAD's and Greencards.
If USCIS really wanted to slow things down due to staffing issues, they would simply reduce the number of approvals, rather than approve a case and then not print the card.
As soon as a case is approved, the beneficiary receives a 797 and a card if that petition warrants it (greencard, ead etc)
Also, the rules have not changed: As long as your petition / paperwork is filed & received by the USCIS, you can continue to stay in the country without accruing illegal presence.

I've been tracking case times for months now. A little while ago the 96-hour production cycle slowed to 3 weeks for a lot of cases. This article is well-supported by that at least.
Regardless, the delays themselves are real, no matter the cause.
Now if they'd do a report about people who are being approved without biometrics and being refused their EADs. Some people have been stuck for over 60+ days now having their work authorisation neutralised by not having the EAD.Concurrent Filing AOS - married to U.S. Citizen (i130, i130a, i131, i485, i765, i864, i944)

23Apr2020: NOA1: (text message).
09June2020: Expedite Request for I-765 Approved.

Well yes, but how many people have we seen getting their cards approved, and in hands on the forum? I've been following too and it's probably like 20, max 30 (I think it's even less actually).
On the other hand, we're talking about 70 000 EADs and 50 000 GC... I have a more concrete example, my father-in-law is Cuban, he's been living here for the last 40 years but for X reasons, he still needs his EAD, renewed each year : he's been waiting on his new card since Feb-March 2020...He's part of those 70 000 people whose lives have been put on hold.
Us, I mean people in the same case as mine ( I-485 after wedding to US citizen along with EAD and AP filed around mid-march) have not seen ANY progress on our (fully-paid) applications for 4 entire month now. We're not even part of those numbers.
