I-485 (EB5) Stuck on Fingerprint Fee Was Received Since March 2017

Hi Folks, my i-485 application has been stuck on the "fingerprint fee was received" step since March 2017 through the California Service Center. For context, I applied through the EB5 program. I initially thought it was normal to wait for so long, but the recent processing time updates shows that i am way out of the normal processing time (36 months being the max). I have e-filed a ticket to inquire about my case status but only got the following in response. Does anyone know what that would mean?

You could try calling USCIS and asking for a Tier 2 officer who can look into the specifics of your case status.
