L1 renewal pending, i94 expired. Can I file for I-485?

Hi,

My priority date is July 02, 2019 and is current as per the October month’s Visa Bulletin. My L1A extension application is pending with USCIS and I have 797c Notice receipt. My I-94 is expired. My I-140 is approved.

Given the situation, can I file for I-485 application?
