Returnng back after 20 months

Hi,
a close friend of mine and his wife had recieved green card in 2001, they stayed in US for 3 yrs and had to go to India last yr due to some pressing personal issues. Their kids are US citizens. Now, its been close to 20 months and they wish to come back.

They have not applied for a re-entry permit before leaving, can they still apply? Also, what is the process if not?

Most likely, their green card is gone.

But if they are able to prove circumstances beyond their control, they may be able to get 'Returning Resident Visa' and retain their green card.
