Receiving re-entry permit in Mumbai consulate

My USCIS case status says that my reentry permit was mailed to the address I had given in the form , which was the mumbai consulate. I had requested the notification for collection of the permit be mailed to my relatives address in the USA. (A mistake I realized only after the forms were submitted.) My relatives in US have not yet received any notification..

What is the standard protocol for notification to the recipient that the permit has arrived at the consulate? who sends the notification mail? the consulate or the USCIS ?
