Received GC while Daughter is in India: Next Steps?

This query is regarding my daughter, who’s currently residing in India. Just a few weeks ago, we got Green Cards for the entire family (incl. daughter). She’s 21, so I suspect her L2 (child dependent) visa is now invalid (even though it expires in dec. ’16) and her I-94 is valid for another year.
So currently, I have her Green Card, while she’s in India. Her last visit was 7 months ago.
Can she travel on her current visa to the US, and collect her GC from us? Or rather, should we mail her the GC, so that she can travel with that card?
Additional questions: How can she obtain an SSN? Does she have to be physically present at a SSA?
Is a re-entry permit required, if she shifts to the US after 10 months (and visits with a 5 month frequency in between)?
