Long story short, USCIS sent me a green card to replace an expiring one to my old address, about a month after I completed a change of address request with USCIS online (I have a confirmation e-mail for that). Unfortunately, even though I changed my address in USPS as well, for some reason USPS delivered the card to my old address and I couldn't locate it (I also have a letter from USPS admitting their mistake of delivering to the old address).
My question is: is there any way for me to get USCIS to waive my card replacement fee (~$500), or is it a lost cause? I noticed that I can send a waiver form (I-912) with the I-90, but that seems to be for financial reasons only (inability to pay). Is there any approach that worked for people? (mailing a cover letter explaining the situation together with the I-90 without a check, etc.).
