Re entry permit application timeline

Hi,

Just got a question about the reenter permit. My mom plans to go back to her country in Sep,2008, and stay there for around 2 years. I just want to know when I should apply for the permit. Since the permit will be valid for two years from the date of issuance of the reenter permit, will it be too early for me to apply for it?
