I have applied for my mother's (GC holder) re-entry permit. Got the date for biometrics for next week. Once that is completed, can she leave the country or does she have to wait for the permit?
secondly, when it says that GC holder should not stay out of the US for more than 6 months out of the year, is that the calendar year?

Your mother should be living in the US. There is little need to worry about 6 months outside the US if she is doing so and making brief visits abroad.

How many times has she applied for re-entry permits in the past? If this is for the 1st time then don't worry. She can leave once her biometrics are done. When you do receive the permit, send it to her via USPS priority mail international. It's cheaper than the other international carriers and you can track it. Only remember to make photocopies of the permit and the last notice you received from the USCIS prior to the permit being sent to you, in case it gets misplaced. The new permits are now the same size as a passport book with almost 20 plus pages.

One more thing, when you do receive the permit it will be valid for two years from the date of issue by the USCIS.
