Re-entry Permit - Again

Dear Consular,

Please help and explain me about re-entry permit which I want to continue stay more year outside of the USA.

I have been holding the old one re-entry permit document to stay out side the USA since 25th November 2007 and it will be expired in 5th October 2009.

But I went back USA to review my re-entry document one time in July 11, 2008 and now I am staying out side the USA. However I want to stay one year till March 2010.

Let me ask for you some cases.
Do the USCIS allow me to make a new re-entry permit document after my old Re-entry Permit is expired in 5th October 2009?

in the case, USICS have kept my old re-entry document in 2007 I can use my old document to continue process it or I have to apply a new one without waiting 3 months.

If I can be applied for a new re-entry permit when I am in the USA after that there are 3 months later can be USCIS sent and I get it at a U.S embassy office abroad "Thailand or Cambodia"?

Please help me some idea, how do I easy to get a New Re-entry Permit because my holiday is fixed 34days per year.
