steps to procure a re-entry permit

1 what is the proper procedure (step-by-step) to get a re-entry permit (absence for 13 months)
(leave usa in july2019 & reenter in aug2020)

2 if before that re-entry period (till aug2020), i revisit usa (let’s say feb2020), does that re-entry permit gets void . do I have to reapply for a fresh/new re-entry permit -OR- my re-entry permit will be now valid for feb2020**3 months.

3 what are the total charges for obtaining a re-entry permit (nj , 1^st time)

4 how long (no. of days) after my application for re-entry permit, can I expect to get it in my hands.

5 i believe – even with re-entry permit, i am not guaranteed entry in usa, BUT, the chances of entry improve/increase a great deal if I possess one - right?.

6 if i do not procure a re-entry permit & after an absence of 13 months arrive in usa, would i most definitely be denied entry.

2.- From what I understand, the re-entry permit will be valid for 2 years, you can enter multiple time with it until it expires.

4.- It varies depending on the service center, it could take 2 months or more, some cases could go up to 8 months.
