I'm currently out of the US and might not be able to go back to the US within one year because of family issues. (I'm in a process of removing the conditional green card, already received the extension letter.) I'm thinking of applying for a re-entry permit but I looked at the instruction on USCIS website and it says "You must be physically present in the United States when you file the application (Form I-131)".
Is it possible if I fill in the form and mail it to my relative in the US and have them mail it to USCIS on my behalf. If I'm called in for a finger print, I will fly back to the US. Due to Covid, I cannot make so many trips back and forth because 2 week quarantine is required in my country
