I just received a decision letter from USCIS about a 16 year old that I have been trying to get a card for. I am not sure what to do now. He has been denied. He is living in a state operated group home for troubled boys. He has been placed with three different family non of them worked out. The boys father who just got his permanent residents card just left him, moved out of the area and left him. The boy does have family on his home country. The letter stated that there is no appeal to this decision. I do not know what to do now.
