Finger Printing Timeline after receipt date

Receipt Date: November 3rd 2010

Can anybody let me know any guesses or with past experiences, When will I be getting the finger printing (biometrics). I am in need to travel by December 2nd/3rd week.

Is there any way to expedite the process. How much it cost to expedite?
