Wife on a green card needs help with Passport

I have tried to find any answer I could and just thought maybe joining an immigration forum can help but basically the situation is this: my wife is from Agadir, Morocco and has her green card. She wants to go back home but in a move we have lost her passport. I cannot find any information on how to go about getting another one and the Moroccan embassy wont answer their phones or emails. We are in Washington State and the embassies are in New York and Washington DC so we have no way to just visit in person or atleast not until we know it would be worth it. What can we do? It has been 7 years since she has been back and is very homesick. Thank you so much ahead of time for trying to help.

Yes and the embassy website is dead.

She should file N-400 to become a U.S. citizen and then get a U.S. passport.

Or the people in Morocco for whom she is home sick can contact the passport authority there to get guidance.
