Green Card Holder/Re-Entry Permit Question

My brother has green card since 2006,He took one time re-entry permit. now after that since 2008 he is visiting US every year,can he apply for
re-entry permit second time, He will be eligible for second time re-entry
permit.

Just visiting once in a while is not enough to retain the green card. Read
