    Hello everyone,

    I’m preparing to file Form I-131 for a Reentry Permit for an applicant who is over 80 years. I understand that USCIS waives the biometric appointment requirement for applicants under 14 or over 79.

    Question is:
    Is it mandatory to submit two passport-style photographs with the application as a substitute for the biometrics appointment?
    Or can the application be filed without photos since the biometrics are waived?

    if photos are required, are there any official USCIS instructions or references confirming this requirement? Also, does USCIS issue the Reentry Permit booklet without a photo if photos are not submitted?

    Any experiences, official references, or advice on this would be greatly appreciated!
