I have won a Green Card on lottery and have entered US 14 days ago. Yesterday I went to Social Security Office and applied for SS# as I still didn't receive one and I need it. They gave me a paper on which is written "You can use your Social Security Card for work only if you have authorization from the Department of Homeland Security"

Shouldn't I get a SS card without restrictions? What should I do?

Yes, you should get SS card with no restrictions. Go back SS office to get it corrected.
