Please help me- Reentry permit

My aunt came on GC(Family immigration) and was here for 2 years,then she went to India(son met with major acceident in India). She applied for Re-entry permit before leaving this country. We got a query from INS asking for fresh photographs which we sent my COP.After 45 days we got a letter from INS saying they did not receive the photos and they are abanding the case as they have not received any reply.
I sent $110 to re-open the case. its been 4 months I did not receive any reply so far. Its been 18 months and she is in India now.

We lost all the documentation while moving from NY to NJ.

Now she is approaching 2 year period. She want to come back to keep the GC.Her son is still in hospital (for last 18 months).
Could some body advise me what should I do. Can she come directly w/out talking to anybody. She has no documentaion and she is out of country for almost 18 months.
If she has to take documentaion where should I approach?
Can we call NSC with the Green Card Number will they provide me some info. If yes what is the phone number

I would really appreciate for right input/help

Since she doesn't have a reentry permit, she basically has lost the GC. It doesn't matter that she applied for it.
She should have returned before 1 year was over.
If she travels to the US now, she would be turned back.
The only possible way is to apply for a returning resident visa at the US consulate. This is a long shot, since they usually only issue such visas in very limited cases.

is there any thing she can do to get GC because she is attending her son who is hospital and no body is there?
Can she give that is the reason at Consulate to get Permission to travel to US.I am trying to talk to some body in Nebraska Service Center and the phone is too busy.

Is there any use if i go to local INS Office.
She applied for her son for Green Card and what happens to that, is it still valid, she applied for that when she was in US.

You can't do anything in the US at this point. Talking to INS doesn't help. They can only tell you what I told you here.
What should have been done is get her back before the 1 year was over, and then apply for a new reentry permit. But that's too late now.

She will have to go the the Consulate and get a Returning Resident visa. That's the only option.

I have no idea if the application for her son is still valid. She (or your) needs to talk to a lawyer about that.
