Is French compulsory for Canadian Immigation

Hi,
Me and my wife are planning to apply for Cnadian Immigration. I have some questions-
1.) Is hiring an agent better or applying invidually to embassy?
2.) The agent says that there is a rule change that after 1st April, French would be mandatory, though I do not see anything on the official website. Is it true?
3.) We are planning to hire Premier agency for immigration. Any clues about their services?

French is not important to come in canada as a immigrant,

as far as i know never go for agents. Its much better if you go directly to the embassy. Embassies do not recommend any agents. There is nothing more that an agent can do than to collect all the documents and forward it to the embassy. They have no influence over the process. This is from my personal experience with one of imigration agencies. I tried global visas for UK and they did nothing.
