I have got a notice, anyone had same?

Hello Guys, I have received a mail says;
U.S. Citizenship and Immigration Services(USCIS) has received your form and is currently processing your application, petition, or request. This notice informs you that USCIS is able to reuse your previously captured fingerprints and other biometrics. USCIS will run the same security checks and use your bio-metric data as in the past, however, it is not necessary for you to appear at a USCIS Application Support Center for biometrics appointment. The biometrics fee will not be refunded.

So WHAT IS THIS?
Does anyone got the same notice and approved? How long did it take?
Anyone else in the same situation?

have you ever applied any immigration benefits ever before? if yes then they are going to use your old fingerprints in their records. if No, then it sounds like there is some kind of identity stolen case.. may be with same first and last name someone else is in USCIS's record and probably they are thinking u as him..
