    I have a general question regarding Green Card process (EB-2) for Indians. In June-2014, the cut-off date for Indians was Nov-2004. In July-2014, the cut-off date moved up to Sep-2008 and in Oct -2014 it moved up to May-2009.

    But in Nov-2014, it “retrogressed” to Feb-2005 (as per the visa bulletin).

    I understand that cutoff date for EB2 moves up temporarily because unused EB1 visas become available towards EB2. So, during this period when the cut-off date moves up, do the applications with priority dates up to this new cutoff dates (Sep-2008 or May-2009) are randomly selected or the earliest priority dates are given EB-2 until the additional quota get filled up?

    Or did all the applications till May-2009 get EB2 (highest cutoff date)? If yes, then why did the cutoff date go back to Feb-2005?
