previous co-worker as affidavits

Hi:

My company is currently applying for a Green card on my behalf (employment base EB-2). For that, I need letters from my previous emplyer proving that I have the given skills. The issue is that the company do not agree in signing or providing letters, so my previous manager can't be affidavit.

Could previous co-worker(s) serve as affidavits? What solution may I have?

find another previous employer where you do the same or similar job that's willing to sign the affidavit for you.
