re-open labor process

Hello everybody,

i am new to this forum and hope to get some help. I have been working with my employer for last 2 years. they had filed labot stage for another employee last year. That emplouyy left the company in Sept this year. For some reason my company cancelled the labor.
Now they want to file my labor. I want to know if they can reopen the labor for the previous emplyee?

Please any help would be appreciated.
