    I am on a H1B Visa and going to apply for a Greencard shortly but had a minor offence in an outside country 23 years ago for which a was fined $20.00 . Will this affect my Greencard application?

    No

    however, "minor" is a vague word. In some rare countries murder is a minor offence while in others even stealing a few bucks is a major offence.

    Of course you wouldn't want us to know the crime so we can't tell you the possible ramifications, so you should consult an attorney.

      This was selling goods without a valid licence and resulted in a 20 Dollar fine.

        If it was a civil offence or an ordinance violation and you were not arrested, probably there is no need to mention it. Talk to an attorney.

          Minor offence

          Thx, It was a ordinance and I obviously was charged but I was not arrested. It did result in a criminal record though.
