Employment based LC approval

I believe that people can not stay on H1 not more than 5 year(not sure about the number). They have to get at least Labour approval to stay after certain period. Could you please let me know how many years i can stay in US only with H1 (no attempts towards GC).
Also, I am L1 about 3 years and on H1 one year.
Will both counts and do i need to get LC approval within 1 year to stay in US or only H1 counts and i have time for 4 more years for LC approval.

L1+H1 continuous stay period cannot be more than 6 years without a LC application pending/approved 1 year before completion of the 6th year.

Pure L1 does not offer L1 extension based on LC.
