EB3 current but outside US

I am an Indian Citizen currently living in Canada. My H1 got rejected in 2018 and I have moved to Canada ever since. My EB3 priority date is Jan 11 2011. Can I file my green card petition from outside US, i.e from Canada? What are the chances of it getting approved?

You must maintain a status in USA at the time of i-485 filing because this is employment based green card and without employment if you apply for i-485 then it will be rejected.
