Question 16: has your relative ever been under immigration proceedings?

I am filing for my wife who has her file filed by her family(moms brother) but the case is pending right now as there are not enough visa available. (She is now 26) Since I am married to her now, do I answer "no" to this question as I don't think it is asking if she has open / pending files but if she was deported/removed etc from being in USA in past. Am I ready if this question correctly?
