    Hi Sir/madam,

    I am a US Citizen and had filed for my father's GC. Now he is here in US for 1.5 years on GC.
    As soon as he came on a GC (in sept 2011), at the same time i also filed for my mom I130 (who is in india) he filed I130 for my sister who was at that time (18 YEARS old) to California service center.

    we received the receipt on 09/26/2011 that they had receive the application. after that my father moved from california to new jersey for job purpose and we filed the change of address form in 12/2011.
    I have following questions.

    1. Does change of address change the processing time/does the file get transfer from california to vermont center because of change of address? Should we have him move back to CA?
    2. My sister will be turning 21 in 03/2014. if she is not in US by then, what is the process? Can my father apply Child Status Protection Act form? she is studying nursing in india.

    I would really appreciate the information.

    1. Wherever he lives, he needs to make sure that USCIS has his current address. If he moves from CA to NJ, that may cause delays because the service center would change.
