    Hi,
    I am a US citizen live outside states and want to file I-130 petition for
    my kids. My question is can I file this petition though I do not have SSN??

    Yes, but the real question is if you are a US citizen then why do you not have an SSN? How can you prove you can support your kids, if you did not have income/file taxes, etc? and you will have to move back to the US if you have ever lived here?

      Because I live in egypt not in the states and I have been told it is not easy to get SSN from outside states. My story is that i got scholarship to purse my postgraduate study in the US, and
      I am not sure how my husband and kids can travel to the states rather than applying for I-130??

        How to bring your family to the US? they do have a DCF filing, (direct consular filing) not all embassies do it, they must have USCIS officers there. You could look into that I don't know much about, it but you might not qualify based on the fact that you have not lived in the U.S. but it is the fastest way normally to bring spouse and children, you would file your I-130 with the USCIS at the embassy (if they have USCIS officers, if not then you can not do it and have to go through the Chicago lockbox).
        So look into that, and other things for you to consider are you move back to the US and get a job and then petition them. Or if you are a citizen maybe your children could be considered U.S. citizens at birth, it is called CRBA (consular report birth abroad). again your living out of the U.S. might also hinder this also.
        The good news is that you can petition them and you can also use a joint sponsor to fill out the affidavit of support (I-864) since you don't have income to support them(U.S. income).
        Also you got a scholarship so you have a contact with the school? see how they can help and what they say.

            For the CRBA you must of lived in the US here is the requirement for you/
            "Child born in wedlock to one U.S. citizen parent and one non U.S. citizen parent on or after November 14, 1986: A child born outside of the United States to one U.S. citizen parent and one non-U.S. citizen parent may be entitled to citizenship provided the U.S. citizen parent, prior to the birth of the child, had been physically present in the United States or one of its outlying possessions for five years, at least two years of which were after s/he reached the age of fourteen."

              does I-20 affect green card application?

              Ok, as I have scholarship for phd in states which expires may 2014, can my husband enters states on I-20 and then apply for green card from there. Just I want to get there before I loss my fund and green card application from here could be denied because I do not have SSN and I can not sponsor my family.

                  Please help us

                  Someone has kindly created a general email (google doc) for all of us to copy and paste and send it to everyone on the email list (on pg 3 of google doc). The plan is that everyone will email/fax them THIS TUESDAY (11/19) in hopes to raise awareness of the issue of the long dreadful processing time.
