Am I being scammed?

Hello everyone!

A friend of friend who is a paralegal told me that as a Green Card holder I could sponsor my mother who lives in our country of origin.
From my understanding, Green Card holders could NOT sponsor their parents.
He said it was a 'new law' and he will help me with the paperwork. But I can't find anything online about this new law.

Can I, as a green card holder, apply for my mother?

Green card holders can not sponsor the green card of their parents. Only US citizens can.

Also, US citizens who are at least 21 years of age (not 18) can sponsor someone.
