I am US Citizen, I want to apply for Green card for my Parents. Do I need to fill papers (I130) for Just my father or for both parents. Please advice.

Each parent's processing has to be handled separately, though the case might be "joined" for paymenet of the $88 sponsorship fee (if the petitions are approved at the same time), and for later Embassy interview. Two sets of fees and proof documents will be needed for each step.

Non availability of birth certificate

we are planning to do Green card for my father in law who is 78 years old. He was born in Walajapet, Tamilnadu, India. He has 10TH passing certificate and passport only. He do not have any other documents.His siblings can sign an affidavit ,if needed.Let me know how to get the nonavailability of birth certificate?
