Actually, there is no reason to send them together. Each group (AOS and civil documents) requires a separate cover page, and can be submitted separately. I prefer to send the two packets in the same envelope, but since the two fees are paid weeks apart, it is sometimes more convenient to send each packet alone, just to get it off your desk.

I see. So, basically, after submitting the I-130 and it gets approved, we will receive a "packet" at the address we noted on the I-130 form and on that day we can remit the $120, download an AOS cover page and send in the I-864 with supporting documents?
Just a question about what address documents (i.e. the packet) will be sent to. Will that be sent to the address that I noted in Section B (Information about you) on the I-130? Does the address in number 18 (Address in the United States where your relative intends to live) mean much?

You must be looking at some very old NVC information. The $70 fee is now $120, which must be paid online to the NVC from a checking or savings account (other payment option is available, but online is best). After remitting the $120 online, you can immediately download an AOS cover page and submit the I-864 and supporting sponsorship documents.

After the $120 sponsorship processing fee is paid to the NVC, you will have to sign the I-864 and send it, a tax return copy, proof of income and employment to the NVC.
Nothing else needs to be signed by you.
