Help-Question C16 on I-130

I am a US citizen and trying to apply green card for my husband.

My husband had filed I-140 and I-485 concurrently in 2002, for some reasons, he left US and withdrew his application in 2004 and now resides overseas.

Now it comes the question C 16 on form I-130: Has your relative ever been under immigration proceedings? Yes or No. If yes, there are four options below: 1) removal 2) exclusion/Deportation 3) rescission 4) judicial proceedings.

My question is : Does my husband's I-140 and I-485 application belong to IMMIGRATION PROCEEDING? What's the meaning of immigration proceedings?

If he left on his own, answer 'No'.

If he was forced by the government to leave, answer 'Yes'.
