DS-260 question

Hello,

I need to submit a ds-260 form but its not even available for me to pay for this form. Does anyone know what might be the reason why i am unable to pay for this form? Calling nvc is crazy. There phone is busy all the time.
I already paid AOS fee with no problem. Could it be that i need to submit AOF form first?

There is no fee for the form, but there is a $325 immigrant visa fee. Until you get a bill for that bill you can't pay it. After you pay the $325 fee, the DS-260 should be come available to fill out.
