I-864 for my brother

Recently I was notified by NVC that my brothers I-130 application has been approved and immigrant visa is available if I could supply the I864. But, I currently reside outside of U.S. and have no source of credible income and finances for approval. My question is even if these criteria s are met can he be eligible to get his visa and greencard if the petitioner is not living in U.S?

No, the petitioner must have a U.S. domicile (address) and have proof of planning to return there before or at same time as visa applicant.

Quick question: When did you filed the petition for your brother ? Also , did your brother ever came to USA on visitor visa after filing for his green card ?
