I want to know if it s okay to file i-130 for my mom that just arrive last week? She may be leaving in 3 months and return back on her visa. Should I file the petition now?

it is ur decision. if u apply while she is here she will have to wait until it is approved before she leaves the country. if u apply she is here then she leave the application will get denied. if she leave after u apply then she can't return until the application is approved

If you are a US citizen then it won't take much time to receive green card for your mom. If you are a permanent resident then it's a long wait and lot of processes involved. It's better to take lawyers opinion as once you file i130 your mom won't be able to travel on tourist visa. If she does then it will negatively impact her green card process.
