I want to know if it s okay to file i-130 for my mom that just arrive last week? She may be leaving in 3 months and return back on her visa. Should I file the petition now?

If you are a US citizen then it won't take much time to receive green card for your mom. If you are a permanent resident then it's a long wait and lot of processes involved. It's better to take lawyers opinion as once you file i130 your mom won't be able to travel on tourist visa.
