Outside US with a Joint Sponsor

Hey all,

My wife(USA) and I (Canadian) live in Canada and we want to move to the US. We have a friend who can Joint Sponsor as my wife is not making any money in the US currently and won't be able to meet the requirements.
The question is, can we apply for the sponsorship with our Joint Sponsor while we are in Canada, or does my wife have be living in the States to apply?

Your wife must still be the primary sponsor, even without employment, but must submit her I-864. A joint sponsors package can be included at the same time.
