Processing Time for I-130 @ Texas Service Center hasn't moved

Processing Time for Parents I-130 @ Texas Service Center hasn't moved for a while as of today June 19th 2017 it shows September 2nd 2016.. Does it mean the whole of the GC process for my parents will take more than a year and Can it move by a 3-4 months by the next update? My Receipt date is March 7th 2017.

Texas takes forever

I don't know why they send any to Texas as it seems that place handles most of the Mexican immigrants. We were sent there and it sat for a long time and then was shifted to a different service center in the East.
